Central Washington University is recruiting a Fiscal Specialist 2 to join our High School Partnerships and Continuing Education teams in Ellensburg, Washington. This role is an important member of our team as they, and another Fiscal Specialist 2, provide fiscal oversight for the High School Partnerships and Continuing Education departments for the University. The role is a campus-based position, which means you get to see the lives you are impacting. The High School Partnerships office oversees the Running Start and College in the High School programs for the university. We serve 12,000+ students in College in the High School and 375+ in Running Start. Both programs are Concurrent Enrollment programs, meaning the students are still in high school while they are earning college credit. Running Start means the students come to the CWU campus to take courses and College in the High School is where they earn credit at the high school, from approved high school teachers.The Continuing Education department provides opportunities for all learners to pursue professional development, reskilling, or personal enrichment. Learn more: .The Role:This position helps oversee the fiscal functions of two different departments: Continuing Education and High School Partnerships. High School Partnerships has two programs, College in the High School and Running Start. This position works/collaborates with other fiscal specialists in the programs to support the overall fiscal health of the departments/programs. Teamwork and collaboration are essential for this position and the departments. Job Duties


Fiscal Duties for High School Partnerships and Continuing Education:
- Develop, modify, and maintain multiple record keeping and reporting systems for varied and complex sources of funding; develop and maintain procedures for implementation, execution, control and review/audit of fiscal operations.
- Develops budgets for departments/programs; preparing forms for contracts and agreements; assist in development of schedules for self-sustaining accounts. This includes Grants the departments may acquire.
- Analyze, modify, and recommend improvements in fiscal recordkeeping systems by using knowledge of accounts and program interrelationships, data flow, audit trails, and controls; test and implement changes in programs.
- Forecast fiscal needs/commitments; develop long-term planning documents; participate in the planning of new programs by conducting analysis of unit needs and resources and making revenue projections.
- Prepare invoices for billing to third party payers and requisitions for payment of reimbursement.
- Prepare specialized reports; conduct special studies to research and/or justify fiscal requests/needs.
- Prepare reports for participants and active engagement on the fiscal side of enrollments for all programs.
- Interact with external customers to clarify invoices, investigate issues, and resolve queries.
- Reconcile billings/payments for third party payers.
- Consult with state agencies for guidance in specialty program changes and recommendations based on departmental trends.
- Consult with funding agencies to resolve problems and/or obtain approval for deviations from authorized procedures and forms.
- Prepare and send specialized monthly reporting to third party payers; conduct research to resolve variances between reporting sources.
- Review variances in budget; recommend corrective actions.
- Interact with internal customers to research payments and direct fiscal postings.
- Select, develop, implement and/or modify manual or automated fiscal reporting/tracking systems to address specific unit needs.
- Regularly update Director(s) on fiscal health of unit.
- Pull reports from systems to provide updates as needed/requested.
- Attend staff meetings to provide updates to all staff on fiscal matters.
- Assist in Summer Institute by traveling with the team, presenting fiscal information, making necessary purchases such as, but not limited to, hotel and food.- Perform other duties as assigned.
Minimum Qualifications


Experience working with budgets performing such functions as budget projections, reconciliations, generating reports, balancing multiple budgets, reviewing expenditures, recognizing inconsistencies, and initiating budget transfers.Demonstrated evidence of interpersonal skills, including excellent written and verbal communication skills, and ability to work cooperatively and with flexibility with departments with varying program structures.Demonstrated willingness and/or experience working with students and/or co-workers from a wide range of abilities, backgrounds and experiences.Experience with Microsoft applications with a focus on Word, Access and Excel.OR equivalent combination of education or experience which demonstrates the ability to perform the essential functions of the position.Preferred Qualifications
Bachelor's degree in accounting, finance, business administration, or closely related field.Experience working in an enterprise accounting system (PeopleSoft, Oracle, etc.).Experience with extracting data from an Enterprise Resource Planning (ERP) System or other similar systems.Fiscal experience with a state/government entity and/or in a higher education setting.Operating knowledge of Concurrent Enrollment and/or Continuing Education.A record of promoting inclusivity in the work environment.Ability to incorporate multicultural perspectives and issues into everyday conversationsCompetencies

Pay, Benefits, & Work Schedule


Salary: This position is based on the range 43 of the Washington State Classification Listing, which has a minimum annual salary of $44,736 and maximum annual salary of $59,844. In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Schedule/Appointment: Monday - Friday, 8:00am-5:00pm (1 hour lunch)Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records.
